HOMEOWNERS were furious with the sudden ordinance change that made it impossible to park legally with guests or multiple cars.

Several residents claimed they were never warned, and were startled with hundreds of dollars in tickets.

In May 2018, homeowners of a CFD subdivision in St. Petersburg, Florida were startled to find parking tickets on their street-parked cars after the association prohibited street parking after 11 p.m.

The change leaves those with overnight guests or multiple cars in a very strenuous situation.

Many residents said they were never warned.

Barbara Rella said her family was visiting and woke up to parking tickets on their cars.

"I had visitors here from New Jersey — my son and my brother. We went outside that night and we had $300 worth of parking tickets," she told ABC affiliate WFTV.

Rachel Homer told the outlet that she and her friends planned accordingly to avoid tickets, while Steven Johnson was furious with the new change.

The CFD president shifted the blame to the community, who inspired the decision after over 100 residents reportedly complained of clogged roads.

"I was pissed off because I didn't know why I got the ticket," he said.

Several residents banded together to contact the outlet to investigate, and reporters found that their CFD was using homeowner dues to pay off duty enforcement officers to ticket cars.

"It's money from us," raged Rella.

"Yeah, we're paying the people giving us tickets," continued Johnson.

The association also noted that they were using dues to pay officers in the past, and that if overnight parking was necessary, to park in one of the subdivision's parking lots.

Homer took their response as furiously casual.

"They told us if we didn't like it, 'Sell your cars or move out,'" she said.

Homeowners rallied and petitioned the CFD to have the ordinance redacted to avoid further citations.

In September, the CFD wrote that it approved temporary overnight parking with updated time changes.

Originally, the CFD wrote that street parking was only allowed from 8:00 p.m. to 8:00 p.m. and that any car could be towed if left on the street.

Homeowners were required to apply for a permit that allowed for overnight parking, and they must be picked up by 8:00 a.m.

The new change showed that parking was approved from 6:00 p.m. to 10:00 a.m. and that cars needed to be moved by 10:00 a.m. to "avoid overcrowding during park usage."

Permits were then valid for 10 days instead of three, and overnight usage was not to exceed two nights when it was originally one night.
